While racetrack management is very short-sighted----and I've long said they just don't understand the "business" of managing a racetrack----unfortunately, this is the dilemma they face with weather. While they are so focused on handle, it's virtually irrelevant here. This is simply about getting horses to the track, whether they will have (full) fields, safety, etc. Sure, that impacts handle, but it's byproduct effect.
