Definitely looked suspect.  Based on the odds and payouts, was it even worth it if that was the case.  Big risk for a very minimal gain.  Unless it was  class saving move.
My assumption would be to stay in the class. But either way it just looked awful.

If the judge fine drivers for excessive whipping, interference, and going inside pylons, why are they letting this driver break the rules as you all say he is doing? Is it hard to prove what he may be doing wrong? I've seen 30-day lack of effort penalties given out to others

Horse doesn't win often hard to say.  Would be a good spot to do it with a horse like that but appears to be honest
