I would guess this has more to due with Power, Pasta and Politics than actual substance. The timing of it all leads me to believe so. Jeffery is plugged in on the highest levels. So, I am sure he was aware of the Governor's attempt to give the Indians a downtown Rochester casino. So, when her plan blows up, the Legislature was happy to protect the current status and job count.
 Now the Indians will do like they did to Cuomo, they will not pay another dime until they get what they want. The Seneca Tribe is still stinging from the last compact.
 As a sovereign nation, they have no obligation to any government and paying taxes to NY state is not mandated. Yet, for what they believed was an exclusive territory, they agreed to pay NY 25% off the top. Then, NY licensed racinos and still demands their 25%. Now NY may get nothing from the Indians and there may be nothing they can do.
