Google's definition of cheating

"act dishonestly or unfairly in order to gain an advantage, especially in a game."

When Jeff selects who can race at his track and then has others targeted that are competition to the horses he owns and races is he acting fairly?  Does he not gain an advantage by not allowing others to race against his horses and trainers?  Who would like to put forth a factual argument that Jeff's private task force equally investigated every trainer?   If Jeff was certain that one trainer was cheating why did he allow the trainer to continue racing?

There is cheating at all levels.  Chemistry is only one small part of cheating and race-fixing.  People are quick to criticize those trainers trying to win every race.  What about those that intentionally lose races?  What about the trainers that have owners than gamble and intentionally rig races?  What about the race secretary that writes races to favor their employer aka the owners of the track and his chosen trainers?   Many ways to cheat without the use of chemistry.

It's only cheating if you believe it is...
or you get caught.

A long time ago Vets would use Stem Cells or something similar.  I knew of horses that dropped 3 or more seconds.  Was that cheating?

1000s of races over many years have had 'pre-determined' outcomes..is that cheating?

Well its not cheating each other on the track who 'have the script' but IT IS CHEATING the public who rightly and justly anticipated a better performance from one or less of a performance from another. The driver and trainer 'cheated' the public by not trying with all their might to finish in higher position.

SO STRICTLY FROM A PERFORMANCE STANDPOINT, horseracing has a 'cheating pre-determined' element to it and has for many days and nights over many years.

Personally, im not offended by it.  This 'result pre-determination' or if you will 'cheating the public's goodwill' is baked into the show.
So in hindsight, is it really 'cheating the public' when I know the cheating is part of the entertainment presentation?

Regarding cheating via drugging...pathet ically, so many do it..the public is numb to it..and thats a tragedy for both fan and certainly the animal.  Again, chemical cheating, beards, inconsistent commissions, escaping with the flimsiest of appeals, overwhelming race offices with so much stock that they wouldnt dare suspend a crook like you.  All of this is not just sickening, but is part of todays harness horse racing landscape.

Stay and play 'em or empty your betting account. Whining here about results wont change a thing nor will it change the way they execute their daily 'pre-determined' business plan.
