Has David Miller reached a point of declining skill where he no longer is a top driver?

I think all the top drivers in harness racing are very close in skills. They all have great instincts and hands. Driving the best horses in the sport can makes you look good. Now drivers that can bring a bad horse to the winners circle Walter Case Jr. in his prime comes to mind. David Miller is certainly one of the best but he still broke my horse in one of the better races during Jug week one year. So none are perfect.
