IN ESSENCE MR. MANGINI WILL BE GONE 85% OF THE 15 MONTHS---OR 12.75 MONTHS---HE THINK WILL BE RELEASED TO HOME CONFINEMENT FOR 2.25 MONTHS WITH 3 YEARS OF SUPERVISED RELEASE TO FOLLOW.

Why do you feel Walter hasn't paid? He did his time and got out to restart a life and hopefully learn form his mistakes. There are plenty of other people in this business who have not paid for their crimes and are stll racing and earning a living. Many are big names in the sport from years ago and now. Counselor, you post some very interesting things but please quit with the financial responsibilities crap. Just like any business if you can’t pay your bills you go out of business. I’ve been as busted as you can get in this business but always found a way to pay my bills. A couple catch paddocks a week go a long way. THE FIRST STEP ACT CALLS FOR THE USE OF HOME CONFINEMENT AND PROBATION WHERE POSSIBLE. THE COST TODAY OF HOUSING INMATES IS IN EXCESS OF $50,000+ PER YEAR!!!!! THAT ADDS UP QUICK. FURTHER, THE JUDGES ALSO NOW UNDERSTAND THAT PRISON IS NOT THE REHAB FOR EVERYONE. SOME NEED IT AND SOME DONT. FURTHER, JUDGE RELIES ON THE PRE-SENTENCE REPORT THAT IS COMPLETED BEFORE SENTENCING. THIS REPORT IS GIVEN TO THE JUDGE AND YOU WILL FIND IT FOLLOW THE (SUCESS OR FAILURE)RECOMMENDATIONS STATED ON THE REPORT. THEREFORE, IT IS VITAL THAT THESE PEOPLE CAN PROFILE THOSE INVOLVED IN ORDER FOR THE JUDGE TO UNDERSTAND THE CASE AND THE PARTICIPANTS. THERE IS A LOT OF WEIGHT PUT ON THE ACTIONS OF THE CHARGED.

HE HAD TAKEN DEPOSITS IN VARIOUS STATES FOR REMODELING HOMES IN THE TUNE OF SEVERAL HUNDRED THOUSAND DOLLARS---WHILE HE WAS SERVING HIS FEDERAL SENTENCE THE STATE FILED CHARGES FOR THE SAME CRIMES THAT OCCURRED IN PENNSYLVANIA----SEVERAL MONTHS BEFORE HIS RELEASE THE STATE SENT THEIR TRANSPORT TEAM TO PICK HIM UP FROM THE FEDS TO BE OFFICIALLY CHARGED IN THE STATE. HE IS BEING HELD ON NEW STATE CHARGES !!!!
