Government handouts is not "thriving". The purses have stayed the same in the face of inflation which means the races are regressing.

Huge purses for horsemen is clearly thriving. Doesnt matter where it comes from.

When an industry is dependent on one single funding source that has nothing to do with the industry and has no funding source to fall back on, it is not thriving.
