many times, an owner or trainer can make more money finishing second in a certain class multiple times before winning and having to move up in class. at times this can be egregious. but nobody says or does anything so it will continue. this is stuff that the public does not know. kinda like when the trainer tells the driver to go around there twice he will better next week will put you back up. public doesn't hear this and it can affect the way people bet. which is illegal.

That used to be a fineable thing, still?
No situation deems giving your opponent a head start.
You become an "A" driver and you earn respect with tucks and pulls.
You don't become that this way.
Need severe punishment and threat of the state police, FBI at all times for race tampering.

They will be called on the regulatory too, the whole scope.
These are public officials.
They can be investigated under the jurisdiction of the FBI for suspicion of involvement of the crimes too. (Color of Law, Public Corruption, across state lines with wagering...)
No different of the mob having a police force on the take, dropping them a dime, enforcing, playing deaf, dumb and blind, open investigations, secret grand jury...
The bullshit will stop in 0.2 seconds.

Wasn't leaving, went to get position before the turn.
Far turn...Sharp turn, horse's momentum was off...
Horse wasn't running a straight line in the stretch and was drifting left, avoiding a wheel collision, short stretch I just missed.
I tried (obviously ngc3 ), wasn't a A+ drive.

Reading between the lines Bob implyed that you don't win a lower condition race (N/W 1, 2, or 3) till,
(A) You have a ready replacement horse in the barn.
(B) You feel this horse is ready to get a good check in the next class up.
And that is how you win the National Driving Title and go into The Hall of Fame!

We all know this is what people do. It makes too much sense not too unless its being policed. Just like people in philly here steal with both hands from the wawa.
