why do you need a casino? maybe because harness racing itself is not self-sustaining? they need a subsidy from somewhere.

like hey we cant make it on our own someone please build a casino, cut us in so we can survive. makes a ton of sense.

No offense but doesn't that tell you EVERYTHING you need to know about the demand for harness racing? It is not sustainable without subsidy/welfare from a casino. What other business operates at a negative roi in their product but is allowed to operate due to a decoupling rule/bill?
