Well, this was nothing more than a bespoken bill that just had to be written for 1/ST. If this ever passed, although I doubt it even gets in the gate as written, it could be the end for harness tracks owned by casinos. OTOH, does it matter if it's a non-casino track owner? The Rooney family abandoned racing and sold out. For a price, so could anyone.
