The US Sixth Circuit Court of Appeals reaffirmed an earlier ruling that the legislation creating HISA is constitutional. This is a third victory for HISA.....and it's still not over.
While it's a victory, it will not change anything that's going on in any state. This court is just one of three that will be ruling on the constitutionality of the legislation.
I hope this helps the other two courts, and helps negate the previously issued rulings that did question the legislation.
All things considered, I wonder if this will end up back in front of the US Supreme Court.

I understand what you are saying as this post tells you nothing but he is not even close to JC toronto who never has a good post, COURT rules for hisa over what, Hisa is for sure does not address the problem in the game, No problem is worse than management and ruling bodies in this industry, They put the biggest drug users in the game away and it has cone nothing and when i spoke to them i felt they were a one issue group and its way past that as to me drugs is not close to being as big of a problem like the bad governing body that covers up issues,

Hisa has no clue about bringing the game back, In vegas they do not ask the dealers to give advice to improve the wrongs that happen in the casino as they are 9-5 workers and their opinions will be on making life better for the dealers and not the players, In horse racing they put a staggered gate in effect to make outside holes have a better chance and the horsemen put an end to that, Any person with a brain can see every track in harness racing favours speed and speed horses are usually trained by drug cheats and they need to go back to what worked in the earlier days and have off tracks produce much slower times, These new surfaces over the last 20 years kill racing and break down horses as times are way to quick but do horsemen consider this a problem,, answer no,, They have asked the drivers not to give up holes or they will receive fines and drivers united in forgetting about that new rule, Money going into pools from Elite and other groups is a huge problem because the player has no chance and many players become owners but like on this site horsemen do not know thats a problem or even care These are huge problems that hisa has no clue are huge and never brought up at a horsemans meeting and yet racetracks take advice from these people who ruined racing
