DIRECTOR  from Virginia......JOH N WAGNER'S lead owner still doing fraudulent activities.....tr ansfes,beards,part of KELSEY WAGNER SCANDAL that iinvolved 87 horses being transferred out of WAGNERS name......comeon. .....WOOGEN and PAM WAGBER even showed up to  DISTRICT USTA meeting last Thursday in DELAWARE.....DISG RACE
