IMHO you would be forcing Russia into a corner if you gave the Tomahawks to Ukraine, Imagine if Russia gave a similar weapon to Cuba to shoot at the USA?I think we would be playing with fire if we give those offensive missiles to Ukraine.
Russia probably wouldn't think twice after that of sharing missile technology with North Korea who has nukes but lacks the missiles to deliver them to the USA.

I was attempting a generalization of distance by using Cuba as an example. Putin has already stated that Russian technology can't tell the difference between nukes and tomahawks.
Giving the tomahawks might trigger a larger skirmish.
