I understood the 100 % tariff was to be put on any country that bought oil from Russia.

Kantseeback, not sure how they would be applied, but Russia's biggest, but not only exports, are oil and petroleum products.
Biggest trading partners are China, Netherlands, Belarus, Germany and Italy.
