Last year I waited in line 20 mins just to only buy a program.

tracks do nothing they get carved
they do something they get carved
what are the best promotions?? who knows but if it gets people to the track that's a start
all the big wagering is done on computers anyway so what does it matter if these new folks bet or not

If you are going to do promotions. Then have the help to support the larger crowds! Same amount of people for 5 times the crowd doesn't cut it!
