The USTA never, ever, has been. It is only recent that they have stepped up their activity and stepped outside their purview in an effort to "show off" to the industry. It's nothing more than posturing, a facade, and them trying to justify their existence, albeit outside their purview. You're right, this is a joke and a perfect example of why they are a joke!

we should keep the pressure on the USTA and PA to find out how this charge basically got mitigated to nothing, this should be public knowledge on the basis of this ruling
also as for Per it would be nice if the USTA and NJ commission actually showed some teeth, check the training center and make sure Per is nowhere to be seen , he is suspended, there is zero reason for him to be at one
also check all the horses he transfers to other trainers and go visit them a few times and ensure they are actually training the horses
also here is an idea, a horse that gets transferred out of a suspended trainers stable to another trainer must stay at the new trainers stable for another 50% of the length of the suspension , after the suspension ends
maybe some other trainers can win a race at yonkers now
lets follow the horses that get transferred out of Per stable and see how they do going forward

It all traces back to Marks/Guido. And the common denominator is the contract driver. FACT. People may not remember, but it was Golden Shoe where that driver landed first when he came down from Maine. First big barn he drove for was Sumner. He got tossed. Then Madeiros took over, he got tossed. Then the Marks saga began. Milici, Dowse, Banca, Engblom. What do they all have in common? It's pretty impressive the coincidence that all his best barns end up criminals. Yet he keeps going, I should try to figure out how much money he's made driving for just those guys.

Pocahontas Du Lac is disqualified and as a result of that disqualification all purse money
