POSITIVE TEST- POST RACE
Dayton Raceway O.S.R.C. 3769-18.01(B)(4)(d) Trainer TRICIA SHEPARD is hereby
fined the sum of one thousand dollars ($1,000.00)and suspended thirty (30) days from
December 2, 2019 through December 31, 2019 (inclusive) for violation of Ohio State
Racing Commission Rule 3769-18-.01(B)(4)(d). Blood Sample #880183 tested by the Analytical Toxicology Laboratory at the Ohio Department of Agriculture on October 29, 2019 showed a concentration of TCO2 at 39.1 +/- 0.2 mmol/L, which exceeds the O.S.R.C. regulatory threshold of 37.0 mmol/L. In addition, MUSTANG TOM is disqualified from first and placed last. Purse money earned of twenty seven hundred and fifty dollars ($2,750.00) in the race must be returned and redistributed. During the period of this suspension Ms. Shepard is denied access to all grounds under the jurisdiction of the O.S.R.C. Furthermore, during the suspension Ms. Shepard may not transfer any horse under his care over to another trainer without permission of the judges.
Status as of 6/24/2020 - Subsequent Ruling - Ms. Shepard has agreed to a
settlement with the Ohio State Racing Commission regarding Case Numbers
2019-61 and 2020-08. Regarding Case # 2019-61 she agrees to serve a 30 daysuspension and pay a $1,000.00 fine and return the purse of $2,750.00 by
September 29, 2020. Regarding Case # 2020-08 she agrees to a 60 day
suspension and pay a $1,000.00 fine and return the purse of $2,750.00 also by
September 29, 2020. The remaining 120 days from Ms. Shepard`s original
suspension will be held in abeyance for one year. If she receives another A or B
penalty (based on the ARCI guidelines) before September 29, 2021 she will be
required to serve these 120 days in addition to any penalty for the new violation.
O.S.R.C.-3769-18-01(B)(13) 18-02 18-99 Ms. Shepard is barred from all grounds
governed by the OSRC during her suspension. Any horses under her care that
she wants to transfer to another owner or trainer must be approved by the judges
or the OSRC.

Thanks. I remember the positive. After that positive (two or three years ago), a trainer I know from Northfield told me she got suspended as a result of some legal matter, or a judgment against her, or something like that. I didn't see the details on the published report, but I do know she did get suspended.

The Commission shall treat the judgment as fully satisfied upon receiving a certified notice of satisfaction of judgment from the Norwalk Municipal Court in case number CVI 21000901 or upon receiving a statement from Richard Starke indicating that he has received payment in full as required by the judgment. Any notice of appeal must be filed with the Ohio State Racing Commission and the Franklin County Court of Common Pleas no later than 15 days after this Adjudication Order is mailed to the affected party.

I have no idea. This was due to a judgement from a municipal court. Parking ticket or buying a horse, I have no idea.
