may need the Counselor to answer this. If the restitution is $16,900.000 and it lasts for 20 years, that would mean the payback would be roughly $845,000 a year. And it states that it can only be 10% of the monthly income so the yearly earnings would have to be over $8 million. Why would the courts set a monetary number that in all likelihood can no be even remotely reached?

I can tell you 10% of the income should be affordable for most. Many get relieved of the restitution if they make a real effort , keep themselves clean and out of trouble, long before the 20 years. Especially if the payee is not convoluted like hundreds of claimants.
I would bet they cut him lose in less than 5 years.

He was working for Surick and injecting his horses. He's a piece of shit and also maybe the worst trainer ever until he got hold of Gianelli and Surick. I guess everyone forgets he had No Pan Intended and was getting him beat in overnights. Owner pulls him and gives him to Ivan Sugg and the horse has one of the greatest 3 year old years EVER!! I believe he is still the only horse to win triple crown and breeders crown.

I have a couple problems with the judgments and fines. So, I understand the fines paid to the court go to the General US Government fund. Some may go direct to victim recovery programs. The money paid in restitution goes where? Many companies have already written of losses due to crime. In the cases of horse racing , who is named the receiver?
We have been told the formula used to arrive at these restitution figures include: horse owners, trainers and gamblers. Others , as well. So, where do I participate in my share of restitutions? I have been harmed as an owner and gambler. Where is mine?
We know this will never be distributed to these groups.
Back to the intent of the penalties. I am in no way defending or even slightly empathetic to these low life thieves. But, paying 10s of millions of dollars to a government is not realistic. Paying 10% off the top of my common labor's wage for 20 years, is not realistic. Getting a high paying job or position that would allow me to pay is not realistic.
It is more of a catalyst to continue looking for other ways to earn that does not include the government. Being locked up in an institution where everyone was a criminal will defiantly broaden your scope on how to score.
Does anyone think Chris Oaks or any of the others will stay at a wage earner's position and cough up 10% to the Feds for 20 years?
