… shouldn’t the FAS report the owner’s name? Presumably the owner is actually the one responsible for returning the purse money. Either they knew about the trainer’s malfeasance, or didn’t, but perhaps in some small way this would contribute to eliminating the bad actors from the business.

in Canada if a trainer is suspended, the horse isnt elible to be entered....
that would keep owners more engaged, no?

Have you ever paid attention to the suspended horse list in Ontario?  He’ll Menary had 1 suspended twice in same year and the owners stayed with him
