INAPPROPRIATE USE OF THE WHIP
PA Code Title 7-205.409(a)(2) While driving No. 7 TROYCEN in race 2 at the Meadows on
2/17/2023, Mr. Palone did whip the horse after the finish. Mr. Palone is fined $200.00 which
is due within 10 days of this ruling. Mr. Palone has 10 days to appeal this decision to the
Pennsylvania SHRC, Bureau of Standardbred Racing.
fyi, the horse broke at the top of the stretch and galloped across the line
perhaps mr palone had money on the horse and figured he would take his aggression out on him
i assume he is not alone in this

More likely Dave was just pissed because he thought he was gonna win. Not excusing it but much more likely it was frustration rather than because Dave lost $5 betting on a horse he was driving.
