If I’m reading the new release correct any class 1,2 or Tco2
After Jan 1 is ineligible for added stakes
So that means that Burke will be eligible because
He plead guilty and took days days before Jan 1
Is this correct ?

…..any owner who participates in a Meadowlands Stake or Early Closing event (with added money greater than $25,000) with a trainer who has an outstanding Class 1, Class 2 or TC02 positive test having occurred on or after January 1, 2019 and under appeal in any jurisdiction will be declared ineligible to participate in any Meadowlands Stake or Early Closing event for 12 months following the conviction if such trainer is subsequently found guilty relating to the Class 1, Class 2 or TC02 positive test.

I think they wanted to set it in place last year
 But something happened and it was scrapped

The something that happened was likely that Burke had a TCO2 test last January, so the ruling was delayed to avoid having Burkes horses & owners DQ'd. Burke & his owners spend big money staking horses & filling cards at Gurals tracks & Burke spends big money at the yearling sales every fall & the negative headlines of Burke & his owners being caught up in this rule would have been intolerable. Gural chooses when integrity starts & who it applies to I guess.
PS: The same thing happened north of the border. Big news coming last January on new rules from their integrity leader Horner only to have the rule delayed for some unknown reason. (I guess we now know) Maybe they got tipped off north of the border by Gural? Funny how things happen.

Absolute fricken joke. The guys makes 20 mil a year and they bend over backwards. You want to see a big influx of new people to the business, treat burke and allard like everyone else and suspend them and make owners move or sell. Kill 2 birds with 1 stone.
