Not dumb

Some horses sprint faster quarters while some carry their speed for longer
When you slow it down too much
It can adversely affect you and give the horse behind you a better chance
Only applies to the 3rd or second horse behind you most of the time

He's plenty confident in his own ability and in a mile and a quarter race he'll admit he justifiably rated him and just got beat by a better horse that given day.
