It is a NYS Legislator who is lobbing to change the law. The same way the deals were made, by legislation. So, as for the people violating... Were do you think this money comes from? It is an agreed % of casino profits, distributed to horsemen, and education. A tax on casino profits. So, yes. It is a tax. The legislature has the power to revisit and rewrite laws. They do it every day.

Ridiculous the purses at yonkers with an average race betting handle of 40k or so. I live harness racing...but its utterly ridiculous the people in parking lot at yonkers and none for racing...To have the purses at that level.

the purses these casinos pay out is a pittance of what they rake in
ever look at the profit they make
they have no reason to complain and actually they  dont( i guess florida is the exception)

i will agree that racing needs to do much more to become as self sufficient as possible
but the reasons that harness racing gets revenue from slots is because that was the deal to allow them in, its not 1990, the landscape has changed and the revenue splits and allocation reflect that

   Only scumbag, socialist whoresmen, who are nothing more than welfare recipients, would say that the only reason there are casinos, is because of the racetracks. The only reason there are racetracks NOW, is because of the casinos. Harness racing has been for decades a FAILED BUSINESS. How long must taxpayers keep giving handouts to unworthy, ungrateful scum? Call your congressmen, call your Governors, and tell them to DEFUND HARNESS RACING NOW!!!

wrong , so harness racing owners ,trainers ,grooms,etc don't pay any tax just live off subsidies and benefits ? You need to get off the crack cocaine there's  a whole industry there paying taxes from owners ,trainers vetinarians , blacksmiths ,feed suppliers etc

The projections from harness racing in NY that claimed the VLT enriched purses would cure racings problems never happened. Attendance numbers went from bad to almost non existent.  Breeding in 2004, the first year of VLT's we had 2,307 mares bred from 125 stallions standing in NY. 2017, the last year stats are available from Harness Horse Breeders of New York are, 1190 mares bred from 42 standing studs.
 On any given night at Yonkers, you will see fields with as much as 50% or better filled with imports. This has been ongoing for a decade or more.
 This is a failed plan and needs to be reworked. There has been 100's of millions paid to the harness horse industry from VLT's and little if any impact on on the intended goal, to give harness racing a chance to stabilize and grow. NY's subsidies has made some people in New Zealand and Australia very happy and wealthy.

2. give more condition allowances for ny bred
3. expand the stakes program to offer more for 4 yr olds

there are creative ways to encourage this

A few years back, the Gaming Commission did just that. They gave tracks the permission to write NY bred restricted races. The problem is, with the low foal crops, they had a difficult time filling.
 Saratoga wrote a fair amount of NY bred races and enhanced the purse too. But, nothing sustainable.
 I am a proponent of reconfiguring the current formula that gives overnight purses 10X more than the breeders program.
