They are a record keeping company all they do is post rulings from all of the racing commissions they don’t get a penny if that money. Ask your state legislature where the money goes

Fines go to the states, USTA has nothing to do with it at all, they are a record keeping organization, and license, that's all. They have NOTHING to do with states commissions. Though I would like to get a look at the usta's books I bet there is a lot of wasted money.
