Harrington 12th race 6/28

How can the 8 run through the wire and only be placed 2nd. He never lost ground on the break. He was lapped on for sure to be placed 2nd. But that's it?

Is this a good call?

I think he should of been placed last for failure to lose ground while on a break. What's your call? Thats the same as galloping all the way around and getting on stride right before the wire and be left up!

He went offstride literally two seconds before the wire---how was he supposed to lose ground in that amount of time? If it was in France, however, he would have been completely DQ'd.

The rule is that if you don't effect the outcome they don't disqualify you.  Like going inside pylons sometimes they let that go.  In this case the horse broke so late in the race everything was already decided so only a lapped on would count.

I agree he had no time to lose ground.

However he did violate rule #C

§ 18.10 Horse Breaking from Gait.—When a horse breaks from its programmed
gait, the driver shall at once, where clearance exists, take such horse to the inside or outside and pull him to its gait.
The following shall be considered violations:
(a) Failure to properly attempt to pull the horse to its gait.
(b) Failure to take to the inside or outside where clearance exists.
(c) Failure to continuously lose ground while offstride.
(d) Committing an extended break, in which the horse may be placed last

I'd argue that the horse did lose ground relative to where he would have been if it didn't break stride.
