They can't. There wouldn't be enough people there to take care of the horses that were racing. I'd LOVE to see ICE go to Arlington in the morning on a race day UNANNOUNCED and see how many people are jumping fences and hiding under feed sacks. Racing that day would HAVE to be cancelled. And it might give old Dickie a heart attack.
