how do you keep horses hot with a 40 minute delay in post time

Won't hurt. It's practice to train the second trip after 30 to 40 minutes. Try it.

Except you've all ready warmed horse up, had the 30-40 minutes rest then a 40 minute delay. Now your horse has been standing in the paddock for 60-80 minutes.
