Jeff Cullipher
« on: January 24, 2024, 01:45:26 PM »
I was looking at this week's entries and results, and I could not find any of the Cullipher-Pollack horses entered!  Is he on vacation, suspended or what??  They have a ton of horses that would normally be entered at Yonkers or The Big M!!  Wasn't he leading trainer their last year??  Anyone that knows what's up?? I haven't seen entries since they closed HP!!

I may be mistaken but I think that Jeff had some "time in the bank " for minor test infringements last calender year. So by the new phase that just popped into my senile head,I would say that "He's Burken It!" ngc3

I saw Enrico Robinson win for Pollack racing at Yonkers. It seemed strange to me while looking at the results. Now i know where Enrico comes from.

Positive test- post race

Horse:
SOUTHWIND CHROME

Pharmaceuticals:
Phenylbutazone (Class 4)

Additional Details:
The New Jersey Racing Commission is in receipt of a notice of appeal and request for a stay from Joseph A. Deer, Esq. on behalf of his client Jeffrey Cullipher in connection with the 15-day suspension, $500 fine, disqualification of the horse, loss of purse and 1/2 Multiple Medication Violation ("MMV") point imposed by the Board of Judges at the Meadowlands Racetrack for violation of N.J.A.C. 13:71-23.1(a)(b)(14); N.J.A.C. 13:71-23.6(a)(b)(c)(d); N.J.A.C. 13:71-23.7(a)(b)(c)(d); and N.J.A.C. 13:71-23.8(f)1 and (g)1 in connection with the post-race positive test for phenylbutazone, which exceeded the allowable limits in the horse "SOUTHWIND CHROME" following the 9th race on June 12, 2020. On January 26, 2022, the New Jersey Racing Commission determined to adopt the initial decision, dated November 19, 2021, of Administrative Law Judge ("ALJ") William Courtney. The ALJ found that Mr. Cullipher violated N.J.A.C. 13:71-23.1(a)(b)(14) and N.J.A.C. 13:71-23.6(a)(b)(c)(d) and that the penalties imposed, including those pursuant to N.J.A.C. 13:71-23.7(a)(b)(c)(d) and N.J.A.C. 13:71-23.8(f)1 and (g)1 were appropriate. As a result, the ALJ imposed a 15-day suspension, $500 fine, disqualification of the horse, loss of purse and 1/2 MMV point. By Ruling No. 22TRH7, dated February 10, 2022, the NJRC reinstated the penalties and fines imposed by the Board of Judges in Ruling No. 20MDH43, dated August 5, 2020. The trainer appealed. By Ruling No. 22TRH26, dated February 22, 2022, the Executive Director granted a stay of the penalties pending a final determination by the New Jersey Superior Court, Appellate Division. On September 1, 2023, the Appellate Division issued a decision affirming the New Jersey Racing Commission's adoption of the initial decision. As a result, the New Jersey Racing Commission hereby suspends Jeffrey Cullipher for 15 days and imposes a $500 fine and 1/2 MMV point. Said suspension shall be served from January 4, 2024 through and including January 1

He's got an owner who is willing to spend what it takes to buy better horses. Pollack has invested in this business for a long time. Is still with Randy Bendis, He wanted to expand and Randy didn't want to, end of story. Jeff, Randy and Pollack are good people.
