AGREED, it should fall on the Indiana people if they are asking for help with an Indiana problem, and likewise in any other jursidiction, that should be responsible to provide costs just the same.

If there was no social media on the internet, you would have never heard of this guy nor know who he is and what he's doing. Have you read anything in print of him?
