Yes you can claim one with out a license Just got to get a Usta license and number You then can get your license after you get a horse. tmbz1 tmbz1 11.wp

I've claimed 10 horses without any licenses.

Ohio is discouraging ownership w/ a ding-dong deal where you have to have a 'claiming license' - then if you win the claim - you can then buy your ownership license. what an outmoded screw your neighbor set-up. But, why would owners sqwuak? - so, this deal stays in place and it is wrong - wrong - wrong

Pa requires only a current USTA license.

I’m pretty sure you can since most states won’t issue an owners license until you have the horse bought and in your name. PA allows you to enter to race without an owners license for 30 days while you apply and send in all the paperwork.
