Looks like he was either trying to lose or trying to keep a different horse out of the number.  No reason to be 7 wide in the first turn and no reason not to take a tuck and then get a give and go.

watched the replay , stiff job,stayed in once he got in with no intentions of leaving the rail. Wrangled the horse so hard , he made a break. When joey is going he does the convulsions in the sulky bounce.
