If I was Biden, I would over summer offer Governor Cuomo a position in new administration (if Biden were to win) as czar of new cabinet position on pandemics.

I dislike Cuomo (for reasons not related to capability) and have never voted for him but his press conferences on co-19 in comparison to the orange haired one are akin to comparing Major league baseball to tee ball leagues. ngc3
