Just watched a race from Dover with a nine horse field. The 9 horse was behind the field at the start. He seemed to be behind the 2 or 3 horse. Can he line up anywhere, or does the starter require him to be behind the 1 horse. I don't know and was wondering?

Anywhere in the second tier. He can follow whoever he wants

At Mohawk, the 10 must follow the 1 or 2 and the 11 (if there is one), must follow 3 or 4.
Most "B" tracks in Ontario, if only one trailer, it can leave behind anyone.
If more than one trailer, the first one must follow the rail horse and next one out on second tier can follow anyone.

Pretty sure that rules only applies with the double trailer. 10 horses the 10 leaves behind who he wants.
