When the Meadows quarantine was happening at the beginning of the year, my horse was able to leave the meadows right after it started, after waiting a month we were able to ship to Northfield to qualify and then enter to race for the following week.  The qualifier went off without a hitch but the night before our actual race the following week we were told that our entry was being denied due to the quarantine and us and other Meadows based trainers were being denied as well.  In the program it went down as a personal scratch vs judges or something similar.

I've seen it noted that way over the past summer when something happened in the life of a trainer that was unrelated to the horse.  Close relative passed in two instances.
